The start of each Hijri month (1 Ramadan, 1 Shawwal, 1 Dhu al-Hijjah, etc.) is determined by hilal (crescent moon) observation validated through hisab (astronomical calculation). MABIMS member countries — Brunei Darussalam, Indonesia, Malaysia, and Singapore — have agreed on the following hilal visibility criteria:

Criterion Threshold
Moon altitude ≥ 3°
Moon-sun elongation ≥ 6.4°

Both conditions must be met simultaneously. These criteria have been in effect since 2022, replacing the older “2-3-8” criteria (altitude ≥ 2°, elongation ≥ 3°, moon age ≥ 8 hours) used since 1992. The change was based on global rukyah data compilations showing that at low altitudes with small elongations, the crescent is still too thin to be visible to the naked eye.

The new criteria resulted from the MABIMS Rukyah and Takwim Islam Muzakarah in Malaysia (2016), reinforced by the International Fiqh Astronomy Seminar in Jakarta (Jakarta Recommendation 2017), and formalized through a joint ad referendum letter in 2021. The official government announcement can be found at Setkab.
